Deputy Chairman of the Corruption Eradication Commission (KPK) Alexander Marwata said Saturday (16/10) that the KPK had named four suspects in the alleged bribery case of infrastructure projects at the Public Works and Public Housing (PUPR) Office of Musi Banyuasin Regency, South Sumatra.
The four suspects are Banyuasin Regent Dodi Reza Alex Noerdin (DRA); two Banyuasin officials, namely Herman Mayori and Eddi Umari; and the private sector Suhandy (SUH).
Alexander said, the KPK detained the suspects for the next 20 days for investigation purposes.
“Total commitment fee which will be received by DRA from SUH from four projects amounting to Rp. 2.6 billion,” explained Alexander Marwata at a press conference in Jakarta, Saturday (16/10/2021).
Marwata added that the KPK confiscated more than Rp. 1.7 billion from the sting operation which took place on Friday (15/10). In detail, Rp270 million was confiscated from Herman in Musi Banyuasin Regency. Meanwhile, Rp 1.5 billion was confiscated from Dodi’s aide in Jakarta.
In this case, the Regent of Musi Banyuasin and other officials have engineered the bidding process for the construction of irrigation canals and the normalization of lakes. One of them is by making a work package and determining prospective partner companies. The regent is alleged to have determined the grant fee from the beginning by 10 percent, Herman 3-5 percent and Eddi by 2-3 percent.
“There’s about 15 percent fee the minimum accepted by officials at Musi Banyuasin. If you add 15 percent of the company’s profit, then 10 percent of VAT is deducted. This means that the project value is only 60 percent for the project,” he added.
Regent Dodi along with two other officials who allegedly received bribes are suspected of violating Article 12 letter (a) or Article 12 letter (b) or Article 11 of the Corruption Penalty Eradication Law Article 55 Paragraph 1 to 1 of the Criminal Law ( KUHP).
Suhandy, who is suspected of giving bribes, is suspected of violating Article 5 Paragraph (1) letter a or Article 5 Paragraph (1) letter b or Article 13 of the Corruption Eradication Law.
Alexander Marwata reminded regional heads and businessmen not to practice bribery in the construction of infrastructure projects. According to him, the practice of bribery can reduce the quality of infrastructure development projects.
“From the planning it has been planned who the winner will be. Usually the HPS (Self Estimated Price) is raised so that it takes into account fee certain to local officials and company profits.” [sm/ft]
